You've heard of a fire engine...here's a fire bike!

Steve Moore, station manager in Skegness, is on secondment with the LRSP and will travel to Merseyside to see the bikes in operation.

The Lincolnshire force is only the fourth in the country to trialthe specially built BMW R1200 RT-P bike and aims to deliver a roadsafety message to bikers across the county.

Mr Moore said: "Since August I have been to bike nights and thebike was on show at the 999 day and carnival parade.

"The bike will allow me to actively engage with the biker communityand highlight some of the dangers that are associated withmotorcycles."

He explained that by having fast response vehicles, officers couldjudge the scale of the response team needed and advise onappliances required.

The scheme is funded by a grant from the Department of Transportand includes a Performance Plus project at Cadwell Park, wherebikers will get the chance to practice their road safety in theoryand on the track.

Mr Moore added: "The concept is to make us more proactive withbikers as we are with car drivers and passengers."

Rocket Racing League takes off with new engine, DKNY

Rocket fans are a little closer to having their own spectatorsport--thanks to a new engine design and the sponsorship of fashionbrand DKNY.

The Rocket Racing League, an aspiring Formula 1 for rocket racing, said Wednesday that it completed its three test flights with a newliquid oxygen-alcohol engine from Armadillo Aerospace, a suborbitalspace company founded by Doom creator John Carmack. This summer, the RRL also secured a highprofile sponsorship from a clothing brand that people wouldn'tnecessarily associate with rockets: DKNY for men. The premiereracer for the league now will have the luxury clothing maker's namepermanently brandished on its vehicle--a potential marketing coupif the RRL eventually airs on TV, as expected.

More importantly, the successful engine trials mean that NewYork-based RRL is that much closer to production of its fleet ofrockets and upcoming public races, which have been pushed backseveral times. Now, the RRL needs approval from the FederalAviation Administration, which is no small feat and could causemore delays.

With glut of homes on the market, auctions gain in popularit...

A growing number of home sellers are dealing with the Valleyhousing market's harsh reality by taking their business intovirtual reality.

Purveyors of Internet-driven real-estate auctions say their customers operate in a parallel universe where the quick and thededicated are rewarded with great deals on foreclosed or unwantedhomes.

"We create a sense of urgency in a marketplace where there reallyis no urgency at all," said John McCann, president ofScottsdale-based National Real Estate Auction Corp.

McCann's company is just one of several home-auction firmsoperating in the Valley. National recently held an auction for 227properties in the Phoenix metro area, which he said was the mostever included in a single U.S. auction.

Home auctions, which usually include both Web-based and livebidding, appeal to sellers who've failed to find a buyer thetraditional way, McCann said.

"Where we really thrive is in a market where there's a glut ofhomes for sale," he said.

According to the National Auctioneers Association, gross annualrevenue from residential real-estate auctions grew nearly 47percent from 2003 to 2007.

While automobile auctions still dominated the industry in 2007,selling $87.8 billion worth of cars and trucks, the fastest-growingsector was real-estate auctions, generating roughly $58.5 billionin sales.

Air traffic system suffers outage

Boston's Logan International Airport was one of the hardest hit inthe country yesterday afternoon by an outage in the computer systemthat the Federal Aviation Administration uses to alert air trafficcontrollers about the paths of flights nationwide.

The FAA estimates there were possibly hundreds of flight delaysyesterday, but does not expect any flights to be affected today. This marks at least the second time the system has shut down thissummer: In June, a problem with the system also led to some flightdelays and cancellations.

Logan was initially among the most affected during yesterday'ssystem failure, along with airports in New York, Atlanta, andChicago. The FAA did not say how many delays there were at Logan, but said it might be able to provide more details today.

"The airports that were most hard-hit were in the Northeast," FAAspokeswoman Diane Spitaliere said during a conference call. "Thatis one of the things we are looking at: why some airports [had]more delays than others."

Matthew Brelis, a spokesman for the Massachusetts Port Authority, which runs Logan, said the airport asked its concessionairesyesterday to stay open longer, but referred all other questions tothe FAA.

Limited replay begins for Major League Baseball

Ideally this will be a security blanket that is used rarely, notlike the system used in the NFL and NHL, which seems to be instrumental in almost every game. Only umpirecrew chiefs will have the authority to ask for review.

There had been 1,964 regular-season games this season throughMonday, and perhaps 25 questionable home run calls. That's aliberal guess and it gives you a ratio of one instant-replayopportunity every 79 games — barely one a week.

But all it takes is one key call in a big game to justify thesystem. That's the conclusion Selig made after decades ofopposition to replay, yielding to the overwhelming wishes ofgeneral managers to put technology to work. He was right.

In a 162-game regular season, there are few season-turning calls(although it will be interesting to watch the potential impact ofthe Pierzynski-Tampa Bay call Sunday in playoff and home-fieldadvantage races). But the fate of teams can change on one call inOctober — witness the Pierzynski-Angels call in 2005. That'swhy Selig ordered his top on-field lieutenant, Jimmie Lee@tribune.com

Louisiana Moves On With Medical Home System Implementation

The head of Louisiana's Department of Health and Hospitals (DHH)has appointed a Medicaid Reform Committee to help guide the agencyin implementing a statewide "medical home" system called for bylast year's Health Care Reform Act (Louisiana Senate Bill 1).

Analysts say the medical home model can provide effective patient-centered care, but its effectiveness depends on the mannerof its implementation.

Integrated Health Care

A medical home system, also known as a Provider Service Network(PSN), integrates several different aspects of care provided toMedicaid beneficiaries. Such a system "incorporates the use ofhealth information technology and quality measures to create asafe, patient-centered, quality-driven, sustainable health caresystem for Medicaid recipients and low-income uninsured citizens,"according to a DHH release.

The agency says PSNs improve quality of care by creating apatient-focused atmosphere that encourages preventive health care, chronic disease management, and coordination of health careservices.

Nail salon chemicals worry Ore. health officials

Nail salon chemicals worry Ore. health officials

12:57 PM MDT on Monday, August 25, 2008

Associated Press

MEDFORD, Ore. -- Oregon health officials say toxic chemicals innail care products could put Oregon's 14,500 nail salon workers athigher risk of breast cancer or birth defects from inhaling orabsorbing the chemicals through the skin.

The Oregon Occupational Safety and Health Division and otheragencies say the 14,500 nail technicians in Oregon could be .

Most of the nation's nail technicians are women and work withchemicals such as formaldehyde, toluene, dibutyl phthalate andmethyl ethyl ketone. The chemicals are not regulated by the U.S.Food and Drug Administration and long-term health impacts have notbeen studied.

"The risk is not so much for the person getting the nailsdone," said Melanie Mesaros, spokeswoman for OregonOccupational Safety and Health Division. "It's for the womenworking there all day."

Last year OSHA and other groups banded to spread the word andprovide information about minimizing risks, as have other states.

A brochure has been distributed to many salons this year. Onesuggestion is to use a table with a built-in fan that vents to theoutside. These often are required in new salons subject to currentbuilding codes.

Nancy Gregory, who works at Beauty Nails II at Medford's RogueValley Mall, recalled working in a salon without adequateventilation. But Beauty Nails takes many of the precautions.

"We have a big circulating fan," said the 45-year-oldMedford resident. "It's really clean."

Gregory, who like many nail technicians is Vietnamese, said shewears gloves when necessary and washes her hands frequently.

Federal government deems 4 chemicals danger to humans

The federal government says four of the 19 chemicals it recentlyassessed are toxic to humans, although one of the four is so littleused that it has only been put on a watch list.

The list of 19 released Saturday is a preliminary finding under the2006 Chemical Management Plan, and starts a 60-day comment periodon the government's proposals for managing the substances.

Those plans range from adding the substance to a do-not-use listfor cosmetics to investigating floor sealers, latex paints, paintremovers/strippers, sealants/caulkings, floor polishs and cleanersfor DEGME (diethylene glycol monomethyl ether), the substanceCanadians are most likely to run into.

A health Canada release said four substances regarded "as a highhazard to humans and as having a high likelihood of exposure toindividuals in Canada" are:

DEGME, a widely used jet-fuel additive, pest-control product andsolvent. Somewhere between one million kilograms and 10 millionkilograms were imported in 2006. "The health effects associatedwith exposure to DEGME are primarily developmental and reproductivetoxicity and hematological effects, based on observations inexperimental animals."

2-MEA (Ethanol, 2-methoxy, acetate), an industrial solvent of whichless than 100 kilograms was imported in to Canada in 2006. "Optionsfor risk management for 2-MEA, among others, would be toinvestigate measures to reduce or eliminate the very small amountcurrently in use in Canada, and limit any future uses."

Lyondell plants to pay $6.5 million to end Texas smog probe

Two Lyondell Chemical Company affiliates have agreed to pay $6.5million to resolve an investigation into their handling ofsmog-causing pollutants, the Texas attorney general announcedMonday.

The settlement involving seven chemical plants along the Gulf Coastcomes nearly two years after Attorney General Greg Abbott sued theoperators for thousands of violations of state and federal lawsmeant to protect air quality.

A state inquiry found that the plants, which are owned byHouston-based Lyondell and operated under the names of Equistar andMillennium, had released large quantities of harmful chemicals foryears without remedy.

Abbott said the settlement should send "a strong message" tocompanies that "it's better for their bottom line to comply" withenvironmental laws.

Gayden Cooper, a Lyondell spokeswoman, said the company issatisfied with the agreement and has spent millions of dollars tofix most of the problems mentioned in the lawsuit. The company, forexample, has invested in infrared cameras to detect leaks, aprocedure not yet required by federal or state regulators, shesaid.

Calif. Senate OKs bill regulating chemicals

The measure by Democratic Assemblyman Mike Feuer of Los Angelescleared the Senate Monday on a 21-15 vote and was sent to the stateAssembly to consider Senate amendments.

The bill would implement an agreement announced last week bySchwarzenegger administration officials and a group of lawmakers.

It would give the Department of Toxic Substance Control until 2011to set up a process to identify and regulate "chemicals of concern"in consumer products. The regulations could lead to labelingrequirements, use restrictions or even an outright ban.

Supporters want to give the department broader regulatory powersrather than let lawmakers decide which chemicals to ban.

You would be better off using coloredpaper for your flyer printing project.

Oz Collection adds interior design services at new location

Oz Collection LLC recently opened a location on Hurstbourne Parkway, its second inless than two years. Fair warning: clicking your heels three timeswon’t get you to either one. But owner Rob Marcum said the1939 film was indeed the motivation for the name of the gallery. He’s always like “The Wizard of Oz,” Marcum said.“I think it has a lot to teach children.” The newlocation, at 2103 S. Hurstbourne Parkway, will be home to thegallery’s new interior design division. The first location,at 12613 Taylorsville Road, in Tyler Center near the Gene SnyderFreeway, opened in January 2007. About six months later, thegallery was expanded and the 5,700-square-foot outlet now serves asretail space for Oz’s eclectic collection of art — bigand small. Artwork is purchased for the store from local andnational artists. Merchandise ranges from oversized paintings andmirrors to metal art, fountains, bronze statues and a variety ofother items. Oz also has a graphic design department offeringservices that include the digital transfer of photographs tocanvas, making them resemble paintings. Prices also vary widely— an oil lamp can be purchased for $48, but the 9-foot-tallTyrannosaurus Rex made from recycled metal will cost you nearly$5,000. A few items, such as some bronze statues and originalpaintings, can cost up to $15,000, said Terri Miller, director ofthe gallery. Abby Bell, who leads the corporate sales and interiordesign division, said the diverse collection helps her match itemswith clients’ decor and tastes. “This is adesigner’s dream,” she said. “It’s verydifficult to find fabulous artwork.” With the new division,Oz intends to target owners of high-end homes and corporateclients, such as banks, hotels and doctors offices, Bell and Millersaid. GRAPHIC NOVELS

Explainers, the first of four volumes that will collect the strip, covers itsfirst decade. Feiffer spent a few months nailing down the look hewanted (figures built out of disjointed, wobbly lines drawn withsharpened wooden dowels), but before long he had worked out hisfavorite gags: a couple doing a pas de deux of emotional abuse, arepresentative of what the cartoonist called the "RadicalMiddle" resolutely failing to take a stand, a yam-facedpolitician summarizing the government's position in a frenzy ofdoubletalk. The only two real regulars are Bernard Mergendeiler, anebbishy wannabe hipster who's slowly becoming a prototypical Manin a Gray Flannel Suit, and his acquaintance Huey, a callowmeathead whose boorish self-assurance makes him irresistible towomen.

A lot of Feiffer's topical humor has lost its sting, although it'sstill an amusing barometer of bohemian America's concerns in the'50s and '60s (it's particularly fun to see

John F. Kennedy satirized from the left). He's more enduringly witty when hechannels the voices of little kids caught in the baffling stream ofmodernity, and his swipes at the way women and men treat each other(which evolved into his "Carnal Knowledge" screenplay)are still scathing. In one strip, a man catalogues his date'sbeauty and wit while she winces at his touch and silently refuteshim, point by point. "I love

WRAP: Send UK recycling waste to China

A Government-funded company claims that sending used plasticbottles and paper to China for recycling causes less damage to theenvironment than putting them into UK landfill sites.

According to research by the Waste & Recycling Action Plan(WRAP), less CO2 is produced by sending waste products 10,000 milesto China than by burying them in landfill and making brand newitems.

WRAP’s study was commissioned to assess the environmentalconsequences of exporting waste for recycling.

In the last decade UK households have drastically increased theirrecycling rate, which is up to 30%, compared with 7% ten years ago.

Recycling companies are now finding themselves with more waste ontheir hands than they can cope with, whilst emerging economies suchas China have a high demand for recyclable waste.

Last year the UK exported 4.7 million tonnes of used paper and 0.5million tonnes of used plastic, with China receiving half the paperand over 80% of the plastic.

Recycling in parish still up in the air

Throwing away plastic bottles, glass, aluminum and paper in theregular trash has been a common practice since Katrina, but in thenear future, curbside recycling may become a reality again in St.Tammany Parish.

Beginning Sept. 1, Coastal Waste will begin a curbside recyclingservice in Abita Springs. The company will pick up plastic, aluminum, paper, and tin, but will not pick up cardboard and glass.

They used to pick up recyclables in Slidell before Katrina, said Coastal Waste accounts manager Niki Cromer, but they were doing itunder special conditions. All the equipment for sorting was donatedto the nonprofit organization STARC. Coastal did the pickups forfree, and all the money from the recycling went to STARC. However, the storm destroyed all of STARC’s equipment, and theydidn’t have the money to replace it, so recycling stopped inSlidell. She did not know if Coastal was thinking of recycling inSlidell or Mandeville in the near future.

However beginning Sept. 1, the parish’s other garbagecompany, Waste Management will start a trial test of curbsiderecycling in the Meadowbrook subdivision of Mandeville.

The Louisiana spokesman for Waste Management, Rene Faucheux saidhis company was faced with several issues after Katrina that forcedthem to suspend curbside recycling. The biggest issue was thedestruction of the recycling center in New Orleans East by thestorm. The facility sorted, and shipped out recyclable materials.Currently, any company doing curbside recycling has to take thematerials outside of the metropolitan New Orleans area for sorting, and that is not cheap, especially with the current fuel prices.

Faucheux said the recycling in Mandeville is to see if it iseconomically feasible for Waste Management.

NTPM in paper recycling venture

Lee said the group would be able to manufacture 30 tonnes ofcompressed boards per day from the daily paper waste.

We should be able to start marketing the compressed boards, whichare used to make partitions and bags, next year, he added.

Lee said the group was also exploring the use of plastic waste fromtetra-packs to manufacture recycled plastic products for theconsumer goods industry.

We are able to source tetra-packs from the domestic and overseasmarkets. We plan to produce about 50 tonnes of recycled plasticmaterials per month for the local consumer goods industry.

The recycled plastic materials should be marketed next year also. Both the compressed boards and recycled plastic materials shouldcontribute positively to the group a year or two after they areintroduced into the market, he added.

Lee said the group would be shifting the production of its sanitarynapkins to a new RM4.5mil facility on a four-acre site in ParitBuntar early next year.

The 150,000-sq-ft plant is expected to produce sanitary napkinsworth RM60mil per year.

Presently, we are producing about RM20mil worth of sanitarynapkins at the Nibong Tebal plant yearly, he said.

NTPMs sanitary napkins are marketed under the brands Intimate andSenora, which were introduced in 2003.

High waste paper costs hit newsprint makers

This is besides the pressure from inputs such as pulp, coal andpower. Manufacturers are expecting a softening of in input costsbefore they review the next quarter prices in September.Newsprint-makers recycle waste newspaper to manufacture newsprint.

“We were buying waste newspaper at Rs 7,000-8,000 a tonne inthe previous quarter. Now, we pay Rs 11,000-12,000 a tonne. Thishas an impact of about Rs 5,400 on every tonne of newsprint made as1.35 tonne waste paper is required to produce one tonne ofnewsprint,” said V D Bajaj, executive director, RamaNewsprint and Papers (RNPL). RNPL consumes 180,000 tonnes of wastenewspaper annually, half of which is imported.

However, newspaper subscribers are having a great time — thewaste paper is now fetching Rs 8-9 a kg as against Rs 5-6 about amonth ago while they continue to pay the same cover price for thenewspaper.

Even imported waste paper now costs $300 a tonne as against $240 atonne in the previous quarter. The commodity has an import duty of5 per cent while the duty on the finished product (newsprint) is 3per cent. Moreover, the recent strengthening of dollar against therupee has made imports costlier.

Sending recycling to China 'better than binning it'

Shipping plastic and paper waste to China for recycling causes lessenvironmental damage than binning it in the UK.

Sending the waste more than 10,000 miles is still more efficient interms of carbon emissions than carting it off to landfill and usingbrand new materials to manufacture replacement goods.

These are the findings of a study carried out by thegovernment-funded Waste & Recycling Action Plan (WRAP) and will bemusic to the ears of district councils the length and breadth ofthe land, under siege from local paper reporters keen to prove the'scandal' of waste exports.

Shipping waste overseas is increasingly common the UK now collectsmore recycling than it has facilities to process domestically whilerapidly growing economies such as China are hungry for rawmaterials.

Over the past decade, the export of waste paper and plastic bottleshas increased tenfold.

Liz Goodwin, WRAP's chief executive, said: "It may seem strangethat transporting our unwanted paper and plastic bottles such adistance would actually be better for the environment but that iswhat the evidence from this study shows.

"As more and more of this material is being sold to China we wantedto know the impact that was having on the environment, andspecifically whether the CO2 emissions from the transportoutweighed the benefits of the recycling.

When waste paper collection is good business plan

When waste paper collection is good business plan R. Balaji Chennai, Aug. 21 ITC’s Paperboards and Specialty Papersdivision is expanding its waste paper collection programme in SouthIndia. It has launched the programme in Chennai through a tie-upwith leading IT companies and is in talks with local bodies toreach residential areas.

Waste paper is the primary raw material for the division, whichrecycles the paper to produce paperboards to make packagingmaterials. In the absence of an organised waste paper collectionsystem, the company now meets half its daily requirement of wastepaper through imports.

ITC has two mills making paperboards — a 1,000-tonne-a-daymill at Bhadrachalam, Andhra Pradesh and a 300-tonne-a-day mill atCoimbatore, Tamil Nadu. It needs an equal quantity of waste paperdaily — old newspaper, magazines, boards — as rawmaterial.

Waste shortage

According to Mr S. Murugesan, Senior Manager (Materials), ITC Ltd -Paperboards & Specialty Papers Division, mills depending onwaste paper for recycling are facing a shortage of raw material, whether imported or domestic, and increasing costs because ofgrowing demand as mills expand.

Sen. Thune holds forest waste hearing

Web exclusive posted August 20, 2008 at 4:44 p.m. CSTSen. John Thune, R-S.D., chairman of the Senate agriculturecommittees energy subcommittee, held a public hearing in RapidCity, S.D. on Aug. 18 to discuss the potential woody biomasslocated in the Black Hills National Forest in South Dakota and whyits not currently allowed to be used as feedstock for cellulosicethanol projects. The hearing was attended by Senate Energy Committee member Sen. TimJohnson, D-S.D., representatives from the Black Hills NationalForest and the Black Hills Forest Resource Association as well asprivate forest land owner and KL Process Design Group LLC PresidentRandy Kramer.National forest Waste is not currently included in the definitionof woody biomass as written in the Energy Independence andSecurity Act of 2007. Thune told hearing attendees that the finaldefinition failed to include material removed or harvested fromfederal lands and national forests because the U.S. House ofRepresentatives changed the wording behind closed doors in thefinal days of debate before the bills passage. He has sinceintroduced bill S.2558 that would amend that definition.Thunes Senior Advisor Jon Lauck said the definition was changeddue to environmental concerns on behalf of some representatives. The testimony given Aug. 18 proved otherwise, he said. They(witnesses) said its actually worse for the forests to leave the waste there, Lauck said, adding that the current removal method ofburning slash piles adds carbon dioxide to the environment, worsening the environmental situation. From www.chinatopsupplier.com

August 21, 2008: Vegetables, rice and other cereals in at least 53 cities in Asia,Africa and Latin America may someday come with warning labels thatread “this is a byproduct of raw sewage”.Against the backdrop of rising food prices and a shortage ofdrinking water worldwide, urban farmers are being forced to useeither untreated Waste water or polluted river water both for theiragricultural needs and for their economic survival.A 53-city survey finds the practice most common in some of theworld’s poorest nations where waste water use is criticalboth to farmer’s incomes and urban food security whilesimultaneously raising critical health risks. The study conducted by the Sri Lanka-based International WaterManagement Institute (IWMI) — and released to coincide withWorld Water Week in the Swedish capital of Stockholm —indicates that about 80 per cent of the cities surveyed are usinguntreated or partially treated waste-water for agriculture. In over 70 per cent of the cities studied, more than half of urbanagricultural land is irrigated with waste water that is either rawor diluted in streams. From www.chinatopsupplier.com
